Mr. Victor G. Perez is a management practitioner in the field of Enterprise Development, Information Technology and Development Communication in community development with his engagements in e-business / e-commerce project of United Nations Development Programme (UNDP), Southeast Asia Participatory Development Communication (PDC) project of the International Development Research Center (IDRC – Canada ). His experience spans more than 10 years in these fields with most of the last five years focused on international, regional, and national work touching on areas of Information and Communications Technology For Development (ICT4D), e-commerce and e-business development, entrepreneurship development and microfinance, training and development for technical vocational curriculum enhancement. His countries of work experience includes the Suwon - South Korea, Thimphu – Bhutan, Kuala Lumpur – Malaysia, Manila – Philippines, Bangkok - Thailand, and Singapore. Countries which he has visited for conferences and touristic interests are Trondheim – Norway , Darjeeling – India , and Alipurduar - India .
He is a former lecturer on Knowledge Management and university extension specialist in the University of the Philippines Los Baños (UPLB) College of Development Communication and one of the founding members of the Knowledge Management Association of the Philippines or KMAP. During this stint in UPLB, he was I.T. Systems Administrator and concurrently the I.T. Team Leader for the IDRC – Canada Southeast Asia Project. He has also served as web consultant to international and regional offices of CIAT-IRRI or Centro Internacional Agricultura Tropical or International Rice Research Institute and SEARCA – BIC or South East Asian Research Center for Agriculture – Biotechnology Information Center . He has also travelled much of the Philippine Islands with his work as Communication Specialist for a Department Of Science and Technology-PCARRD national program on ICT for the AFNR (agriculture, forestry, and natural resources) sector.
Mr. Perez’s interests cover the application of ICT in community development, business/enterprise development, IT strategic planning and knowledge management systems design and development. He has authored several local and international papers covering topics on country IT experiences, best IT practices and end-users' ICT utilization.
His recent interests and engagements are in the emerging industries of enterprise development and microfinance, business process outsourcing still covering the areas of technical and expert intervention in development programmes, technical and communications training, private enterprises, and Small and Medium Enterprises (SMEs).
Mr. Perez is a Master of Management candidate in the University of the Philippines with Development Management courses and Masteral Development Communication courses taken in the University of the Philippines Los Banos, a premiere university in the southeast east asian region in the fields of I.T., development management, and agricultural research.
